Word of mouth is also a good way of spreading good news.

Ok so you do not have ?45K to spend. Word of mouth, search engines, spam other sites (quickly as you will not make friends). The main thing is to be patient. The best things come to those who wait.

Don't try and do to much at once, you appear to have the right number of forums and features, give it a chance to grow as is.
