    Ah, so it's probably just that whatever was included in the update for MSE today made it so it no longer runs the process NisSrv.exe?

    Ah okay, yeah I asked about this on the Microsoft Answers forums again as well & they agree that it probably just now only runs when it needs to since another user with the same version as me hasn't noticed the process to be running anymore either. With that said this can be marked as closed.
