Remove the motherboard from the case this will eliminate any issues with shorting out, place it on a non conductive surface and attach the 24 pin connector and 8 pin connector as well as and cpu fan.
replace the cmos battery, and video card attach video card power connectors power on by touching the 2 pins that connect to the power switch with a flat bladed screwdriver. any beeps?

NO, dont go anywhere near that battery with your screwdriver just leave it be for now, lets do it this way dissasemble your pc entirely including power supply making sure you touch the metal of the case while doing so the entire time just leave the cpu and cooler attached how it is and post back when your done

Alright so I removed everything from inside the case except for the fans that were already there. The cpu and cooler are the only things attached to the mobo. Now what do I do from here?

im assuming you left the battery in the board,
now firstly lets check the power supply connect a fan or 2 to if your fans only have a motherboard connector connect a dvdrom to it and attach a paper clip to the holes that are attached to the green and black wires. connect it to a power source and fire it up these will be pins 16 and 17 on the 24 pin connector that goes into the motherboard

When you say the green and black wires are they attached on the sata cables, the psu, or the mobo because i don't see any green or black cables.

no you want nothing in the motherboard at all were just checking the psu just have the paperclip inserted between pins 16 and 17 green and black and power it on once youve attached a sata power cable to the dvdrom or something

    okay, disconnect and remove clip.
    1. place your motherboard on some newspaper or something non conductive.
    2. insert one module of ram into the the dimm slot marked as either DIMM 0 or DIMM 1
    3. connect the 24 pin atx connector to the 24pin connector on the motherboard the 8 pin cpu connector this will consist of 4 yellow wires and 4 black wires then connect the 3 pin fan connector to the connector on the motherboard labelled to the effect of cpu fan
    4. insert the video card to the long blue pci ex x16 connector make sure it locks in and the metal the monitor connects to is hanging free of obstruction and connect monitor making sure the card doesnt wobble about. and attach any power connectors it requires for 6 pins it will be 3 yellow 3 black
    5. connect power supply to source and observe if motherboard led lights up if so proceed with 6.
    6. power on system by quickly touching and releasing contact with the 2 pins the power switch connects to these pins will be in a 10 pin array and you will see marked in small writing pswitch or ps-on or something to that effect.
    7. post results.

Alright so when I placed my video card in I noticed it was a bit wobbly, I inserted the card in firmly too. Also for step six am I making contact with the power switch pins with a paper clip or something?

its just a bit wobbly because its not screwed down just be sure it doesnt move about,
for step 6 no paper clip.
get a small flat bladed screwdriver and quickly touch and release on the 2 pins the switch connects to.
