I am able to connect to both the laptop and the pc using the "Run" command on the PC but I am unable to connect to the PC from the laptop using the "Run" command...The Network Path Was Not Found...

When I attempt to set the permissions I make the changes, select Apply, then select OK. For grins, I went back to check and found that the permissions reverted to the previous settings.

Which account are you logging in with when you change the permissions? You need to login with the pc's normal login account to change the access - not the vista share account you just setup. Try that, hopefully then they won't revert back.
