As to are the Wi-Fi cards in your laptops receivers as well as transmitters then the answer is yes. If you are asking if they can do direct laptop to laptop communications without your access point (the Belkin) then that depends on the software supplied but the answer is usually.

the router connected to my main pc, so can only this pc be the server or any can be a server?
If I understand your question then a router is not a server in the traditional understanding. Yes it serves the internet and serves up pages, etc but is not a server.

802.11b has a theoretical speed max ofr 11Mbps whilst 802.11g will have an upper speed of 54Mbps. However the g is backwards compatible with b and should auto-degrade itself if your AP is only 802.11b. Have a look here for fuller details.
