Try pressing F8 on boot up and select safe mode command prompt this normally works and you get a black screen in the black screen type

C:\windows\system32\restore\rstrui.exe and press Enter.

This will give you system restore try a restore you wont loose your documents

Thanks for the advice people. I couln't get into or out of safe mode, yes it is possible. I got the IT wizard at my place of work to fix the problem. He had never seen anything like it before but he says that my safe mode is not working properly. He managed to delete some lines of code and I can use the laptop again. My safe mode still does not work however I can use normal mode at the moment. I know this is not ideal but it will do just now.
