Sorry heed, been gone all day and unfortunately I have to leave again for about an hour or so but I did find something else you can try in the mean time. Found here.

Try the following:
1. Reboot your computer into "Safe Mode".
A description of the Safe Mode Boot options in Windows XP
http://support.microsoft.com/kb/315222/en-us
2. Go to Start > Run and type: %systemroot%\system32 then press the Enter key.
3. Locate these two files: wpa.dbl and wpa.bak
4. Rename the wpa.dbl file to wpaold.dbl and wpa.bak to wpaold.bak
5. Reboot your computer into Normal Mode. This will force activation on the following boot. Sometimes if those files get corrupted, they can cause this type of problem.

Win XP x64 does not have a service pack 3 yet Wolfey, as it's a branch off of Win Server 2003...

You say its windows xp 64 bit edition 2003 edition that edition refers to a cracked version of windows server that made xp into vista in effect are you sure you have the right version goto control panel system and it will tell you if it say OEM is Extreme its a cracked version
