What type keyboard and mouse?
Do you have PS2 connections?

if its ps2 then i cant see any reason for this, if its USB it may be a conflict issue.
ur saying this doesnt happen until windows has loaded up and doesnt effect you in safe mode which means whatever is causing this, is extra hardware that windows has control of, not your bios. i would suggest unplugging all of your external hardware and leaving nothing but ur mouse and keyboard plugged. if the problem persists then make sure ur mouse and keyboard are plugged in to seperate usb ports as i know i had power issues with mine and it was unable to power my mouse and keyboard from the same usb port. most of what i have sed assumes that the mouse/keyboard are usb let us know how u get on and if it is usb or ps2

Kbd/mse are wireless USB. When I press hotkey to change boot order keyboard works in this mode. When I attempt to start in SAFE MODE (any variety) it always ends up at the logon screen with inop kbd and mouse. Only hardware is monitor. Any way I can get to Dos prompt, e.g MS DOS bootable disk so that I can run chkdsk

Do you have PS2 connections. If so can you at least borrow a PS2 keyboard?

No PS2 Ports only USB.

Let's assume the two problems are related. If so clean inside of case by remove dust etc, reseat components (dry joints)
