Default Can't load the OS!!!

When booting up the computer to install the os. The disk doesn't boot, the light on the drive turns amber. Why does it do that? So I let it load up windows so that I can open up my computer and go to the disk to install it there and when I click setup, it gives me an error of: The procedure entry point FreeEnviromentStringcA could not be located in the dynamic link library KERNEL32.dll. How do I fix this problem?

Well, when I went to download the file and I'm using Firefox for my web browser, it crashed Firefox and shut it down. Remember, I can't use IE either.
