Default Black Screen and Cursor, Nothing Else

I am need of some advice regarding my PC.

It is an older Dell Optiplex. It has Windows XP Pro SP2 installed. I recently turned it on and the monitor would not receive a signal. The VGA port for the monitor is built directly into the motherboard and therefore canot be changed....at least not by me. The computer does however also have a video card with a very old DVI input. it is an ATI Radeon VE. So, I plugged the monitor into it and started up the computer. It seemed to boot up okay, I had video, got the windows XP splash screen and then just BLACK with the white cursor in the middle. No other graphics or activity. I can move the cursor, but that is it.

I have tried booting in safe mode as well as "last known good configuration"

Any thoughts would be helpful....right now I want to fix it with a hammer!

Can you enter the BIOS during bootup?
