Your system/mainboard memory probably is 512MB. Its just that your graphics card has its own memory. This means that although normally you have 512MB of memory, when using graphics eg when gaming you have an extra amount. In your case, 64MB.

The more memory on your graphics card, the less the system has to use. This means that you can process more graphics tasks at one time. Which is necessary for many newer games.

I have attached a spreadsheet that lists a PC build I was going to get. Not listed the PSU as I would be using an old one. Comes to around £350 including an HD 4670 which is a decent graphics card. For an Operating System you would add another £70-100 I think.

You also need a new Operating System yes. Or to use an old CD if you have one. I recommend XP over Vista but then I'm biased.
