System restore boot disk needed
Scenario: Cannot boot to Windows XP desktop and CANNOT boot to safe mode in any form including command prompt. Need to access System Restore to reverse the error preventing normal operation. I have Bart PE disk if that can be used.

You would be better off using the Recovery Console to repair your Win XP.
