Default UxTheme.dll missing

My desktop Computer operating system is XP Service Pack 3. I was scanning my computer using avg free scanner and it came up with many virus which I let delete. Once AVG finished fixing the viruses my computer automatically restarted. When the computer booted up this popped up on the screen

Isass.exe - Unable To Locate Components

The Application has failed to start because UxTheme.dll was not found. Re-installing the application may fix this problem.

Once I hit the OK button this comes up

Once I hit the OK button I get my wallpaper with no icons or taskbar at the bottom of the screen. If I hit Ctrl - Alt -Del I get this message

I do not have the original xp disk to restore the UxTheme.dll. On the screen I can only move the mouse or open the Task Manager using Ctrl - Alt -Del. Nothing else works. I have similar problem when in safemode but the screen is black in safemode. What should I do, I have some important files on my computer.

Can you get any icons on screen in Safe mode?
Have you tryed the last known good config option as well?

In the mean time, there's the DLL file for you.
I went to safe mode but I get a black screen and the last known good config did not work either. There is lots of sites that will let you download uxtheme.dll in winzip format but my trial version of winzip is over and cannot download another version as it need uxtheme.dll to download.

Alternately, you can insert your Win XP cd into the drive, and then go Start / Run and paste sfc /scannow then hit OK.

Let it do it's thing and this should repair the uxtheme.dll problem...
