Default boot up problem

I am a new user and i have a very big problem with my pc. I have a dell XPS 410. I had been having little problems with my computer such as it loading and doing everything slower than normal. And one day all of a sudden i try to boot up my computer and a blue screen pops up.

It says " A problem has ben detected and windows has been shut down to prevent damage to your computer. Disable or uninstall any anti-virus, disk defragmentation or backup utilities. Check your hard drive configuration, and check for any updated drivers. Run chkdsk /f to check for hard drive corruption, and then restart your computer.
Technical Information: *** Stop: 0x00000024 (0x00190203,0x869EA8B0,0xc0000102,0x00000000)"

I tried starting up in safe mode but the same thing happens. I have to turn the computer off by unplugging it cuz the button doesnt work and when i plug it up, it comes back on automatically and goes rite bak to d blue screen. i am somewhat computer literate. If there is any advice or anything you guys can do, it would be greatly appreciated.

Do those C:/ files come on the CMD (Black screen with white letters?
