Default Help i can't open a new window

Hi and thanks for the help in advance. When doing some maitenance i was clearing some old programs and not sure if I erased something that I needed. When I try to open a new window or click a link, the window opens but all it shows is the hourglass like it is trying to open it but it will never complete. I can open new tabs with link or make new tabs but there is a problem when trying to open another window. For example If i went to yahoo or abc.com and clicked games and another window pops up it wont load and stays a blank window and looke like it is loading with the hourglass but never completes. Can someone give me some tips on how to fix this.
thanks
Tim

Assuming XP:
(sfc = System File Checker restores files to their correct state.)

Go:

Start - Run - (type) sfc /scannow (with the space)(Enter)

This may require you to put in your XP CD.

My operating system is Windows XP and i ran the command that was suggested sfc /scannow and after running it nothing was said about anything being missing. The files i deleted were yahoo and i erased java and direct by mistake but reinstalled them.. This started to happen once i Cleared my internet browser of cookies and history. I am using sbc yahoo internet browser or internet explorer 7.0 and it doesnt matter. Neither one of them works when trying to open another window.

first i would try to uninstall IE 7 then re-install , or maybe even run a virus scan too? but i highly recommend firefox over IE (just my own opinion)
