Default Dell XPS wont load desktop

I have McAfee on both my desktop and laptop through Comcast. I picked up a Trojan Virus in the laptop. McAfee quarantined 5 items. One said to fix just restart the computer, which I did. Now my laptop will not load up past the wallpaper and none of my desktop icons will load. I tried to safe mode and it will not load up past this point. I think that the remaining items in quarantine need to be fixed but I am at a loss on how to make MaAfee run to fix them. Please help. I can start safe mode with a dos prompt and tried a restore point earlier than the time I got the virus but it did not help. Please help, Dell points a finger at McAfee and guess what, they point it right back and no one has any suggestions.

Sorry - bit confused over how you described your problem
but.. can you get to "Safe Mode with Networking" by continuously hitting F8 as the PC boots......?

If you can and get back here please start the PreWork link as below.
