I recently received a 250 GB Western Digital MyBook USB HD for an early Christmas gift

I promptly put Ubuntu 8.10 on it formatting it for ext3 and allocating the entire drive or the OS's use. I now want to reformat it and do some more editing to the partitions so I can format another partition for NFTS so I can use it as a mass storage device.
However, I do not see it as an external drive on my Windows install. I looked in Device Manager which yielded some puzzling things. I have attached a screenshot to shed some light on what I am talking about. Could this be my issue?
The machine I am having this issue with is a:
Dell XPS M1210
XP Professional SP3
Intel Core 2 Duo T2400
80 GB SATA HD
Bios revision A08
All updates have been downloaded and I am Malware free

EDIT: apparently the uploading failed
so I will try to describe the device manager issue.I have two devices that are under the Other Devices heading labeled Base System Device which have the update driver yellow exclamation point.
