You don't need to set the CD drive as the primary boot device to format with the XP CD, pressing any key when prompted will work.

If for some reason you find you can't format with the XP CD, the other way is to get a hold of another hard drive (already formatted to something) and then plug that in and boot to that first.

Assuming all goes well, you can then format the other hard drive from there. It's long winded and its much easier to use the XP CD. However, if you have the wrong CD or have an "incomplete" CD its probably the only option. Well that and floppy disks but who uses those anymore
