Try this, go back to the HKCU/Software/Microsoft/Windows/Shell/Bags/1 key, highlight it, and this time click on Edit, and choose Permissions. Cliick on the Advanced button, choose your user account, and click on Edit. If you do not have them, give yourself Full Control Permissions. If the boxes are grayed out, close the box, and uncheck the Inherit from Parent... box. Answer Copy when asked, then go back to your user account, and make sure all boxes are checked.

Then try to open the key again.

i done what you said i can now get in to the 1 bit of the key but now the desktop one the final bit of the key i cant get in to.i tried simaler thing trying to change permissions but is saying error.

i can find the FFlags key that you said to edit by searching the registry and can modify it can i just do it this way
