Angry Centinel VxD

I have this banner that will not go away.
( Centinel VxD: APVXDWIN.EXE-Unable to Locate Component.)
( This application has failed to start because VCL50.BPL was not found.Reinstalling the application may fix this problem.)
What application?
I have run system restore,Spybot & Avira Antivirus to no avail.
Run out of ideas,
Help.
