Exclamation Display Properties, Sub-Menus Missing

My Display Properties window loads up properly but the little menus "Desktop & Screen Saver" are missing it only shows (Themes, Appearance & Settings) I can only set a desktop background manually by right-clicking on a picture & it all happened because of a virus getting into my laptop & because of that the background changed to a virus warning background, Since then it's like that. I have changed the background but i need the menus. Someone please help me out.
Thanks.

Check the following Reg Key:
HKey_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System

Delete the keys "NoDIspBackgroundPage" and "NoDispScrSavPage"

That will restore those options, but you probably are infected with a MalWare. At some point recently, did your desktop picture change to a warning that you were infected? That was the MalWare showing itself.

I pulled these steps from another site:
1. Opened task-manager and killed the active lphcp*********.exe process
2. Deleted (SHIFT+DELETE) all the temporary files from C:\Documents and Settings\<user_name>\Local Settings\Temp
3. Deleted (SHIFT+DELETE) the following files from C:\windows\system32: phcp********.bmp, lphcp********.exe and blphcp********.scr. Got 'em by sorting the files in C:\windows\system32 by the 'last-modified date
