Exclamation Trouble deleting a file

Hi I installed The Elder Scrolls IV: Oblivion the other day and had to delete it and reinstall is but for some reason i cant delete it, every time i try to delete it from control panel i get a popup that says.

Once I click OK I get another popup that says.

I did everything the second popup said and i still cant delete it.
Iv deleted all the files i can find on my computer with "Oblivion" in the name but i cant get rid of "Oblivion" in the Add Remove programs, I cant reinstall the game until i get rid of it

You can manually uninstall any rogue program from the add/remove programs tool in Control Panel by following these instructions: How to manually remove programs from the Add or Remove Programs tool
