Default Language options crash

Hey,

a friend of mine complained that his pc always booted with default language chinese after installing a program(which he uninstalled). So I wen't control panel -> regional & language options -> languages tab and tried pressing details button. But instead of opening the window it should I got this error:

RUNDDL
An exception occured while trying to run "shell32.dll, Control_RunDLL input.dll"

with an ok button :P

Any ideas?

This any good? Input.dll error message when you click Details in the "Regional and Language Options" dialog box

Nope didn't work cause the windows version was neither korean nor japanese. But I found out that by running this: control.exe intl.cpl
it starts the language options with another dll or something like this so I finally managed to change the options
