Default explorer keeps restarting.

When I boot into windows all I see is my wallpaper. If I ctrl-alt-del It shows that the only program that I am running is task manager. If I go to new task and start explorer it will come up and then in a few seconds it restarts. It keeps restating until I go to end process in task manager.

I have run my anti virus(Norton corporate), Spybot, ad-aware and ccleaner. And it continues. Also I have "repaired" windows through the cd, but it still happens.

Does anyone know about this and how i can fix it? Thanks.

Edit:
This error thing keeps coming up. It say "The procedure entry point encoderpointer could not be located in the dynamic link library KERNAL32.dll"

Edit:
I have installed sp2 but that does not help.

You might want to consider getting a new copy of the KERNAL32.dll file.
It can be downloaded from this link -
DllDump - free dll files. download dll files you need immediately!

FIXED!
All I had to do was reinstall windows! what fun!
