Exclamation Clean Install

Today my computer started to act funny...

when i booted up recently, everytime i went to open a program, it told me that it couldnt find the specified file and that i dont have the permission to open them.
weird?

i am the administrator on my computer..
i wanted to do a clean install of everything anyways..so whatever
how can i wipe my hard drives clean without a cd
i tried with a wipe utility on boot and it says that it cannot find drive (meaning the drive with the cd in it) (and yes i set the bios to boot on cd) didnt work

any ideas?????

You could use a boot floppy disk for bootdisk.com and fdisk the drive and format it to wipe it. But it should really boot of the CD/DVD drive if it is set in the bios do you have 2 CD/DVD drives?
