What else do you have connected?

Can you check to see if everything is plugged in firmly? Especially your video card

Hey, i finally got it working. It turned out that i had to install windows with service pack two at the same time. I made a slipstream disc, installed it and viola! Thank you both for helpin me out on this one.

I don't know if you have resolved your problem yet but I had the same problem a week ago. It seems that WinXp does not like a dual core processor. You have to go into the bios and turn off the dual core feature or you will get the IRQ error. Once it is off try to reinstall WiN XP. It worked OK for me. There is patch to use the dual core feature with WinXP.
