Default [Resolved] Computer Failing

Just some time ago, I went on the computer and found after 20 minutes, my programs stop responding and a strange message appears.
"Insufficient system resources exist to complete requested service"

Anywho, the internet sufficiently runs out, even though the connections are secure and all that. Then my programs stop responding. As in I can't open anyone of them, Not even system restore.

What's worse is that system restore cannot work well on my comp. Whats wrong? and how can I fix it?

Have you tried rebooting the system yet?

And have you ran a spyware virus scan?
