Default Standby problem

Recently upodated from Microsoft updates and the way standby operates has changed (on there separate computers). Before these updates (Jan 8th) Standby closed down motherboard and its fans and the poer drawn was 8 watts. Since the updating Standby does not shut down and behaves like "logoff" in that nolonger is computer shut down to previous level and the motherboard and its fans are active, and the poer drawn is now 38 watts. A secondary point is the Hiberation will not occur uless I go into Standby first and now coming out of Hibernation diables some programs, in particular my firewall,
I have asked fro help from Microsoft, run a clean boot, but i cannot get any help from Microsoft UK to whom I am always referred.
I believe that some registry item may need to be modified, but I am counting on experts to advise me. please.

I had a similar, if not the same problem, but i dont think mine was to do with update, i had got a new motherboard when mine started playing up, what psu and motherboard do you have?
