Not built-in
but there are plenty of programs to do just that

Internet Access Controller 2007 - Internet Access Controller can restrict / block / limit internet access and web sites at a specified schedule, time.

Thumbs down Re: Forcibly Log Users Off

Let me repeat myself:

"Log users off". I don't remember saying anything about Internet Access.

Okayyy.. they have programs for that too-- though pricey to me

ActiveExit XP v.3.0 Download - Useful tools for system administrators to control Windows exit options

Then there are command-line batch-files ...though I'm not adept at these... there is much help out there.
The only issue is-- if someone's in the middle of typing a report (for example)
they will lose any unsaved data.

The Windows XP Command Line, Batch Files, and Scripting- Using the Command Shell
Command Line Process Viewer/Killer/Suspender for Windows NT/2000/XP

Okayyy... (lol). Forget that. I'm a cheap-skate when it comes to software that costs more than nothing! Plus, logging someone off in the middle of something - there should be some kind of 5 minute notice or something. But what I actually wanted it for, was as soon as they log on, to then log them straight back out (i.e. for punishment, (or even perhaps for enjoyment (lol)).
