Question All programs are missing in my start/programs

Hi all ! Here's one I bet you've never run across before. When I click my start button, then go up and click my programs, it is supposed to open. NOTHING is there to open. It shows empty. I have changed from the XP to the classic and back, still nothing. I have rebooted several times, and shut down/restart several times and still nothing. I have an HP 750n, with 1gig ram, and 2 hard drives. (C: = 80gig and D: = 200gig) My OS is XP/SP2 and is loaded on my C: drive as should be. I am very versed in this business, but as I have stated, I have never seen this before. Any one got any ideas as to why this does this? Thank you... .

I do not use any AV software. I have RestorIt and if anything goes wrong I simply go back 24 hrs. The problem though, is it keeps doing this from time to time. The computer this is on is not connected to the net at all. That is why I cant seem to pin point the malfunction.
