Question XP Pro security

I need to learn how to take better control of the XP Pro PCs in my office. I need to prevent users from creating new user profiles, changing passwords, downloading and adding software to the system, etc. I'm not sure where to start to learn about this. Is there a book written in simple english that explains the options and possibilities in an accurate and complete (read: idiot proof) way?

Thanks in advance for any suggestions.......matt

Giving them limited profile is a good start.
