After I turn my PC on I get this screen:

We apologize for the inconvenience but.....etc

And it gives me 5 options to restart my PC.

Safe Mode
Safe Mode with Networking
Safe Mode with command prompt
Last known good config
Start windows normally

But no matter which one I pick it just restarts back to this same screen.
I've even tried going F10 to try a PC system recovery.
But I only get a blank blue screen.

Anyone ever heard of this before?

Hey mate, do you have a Windows XP CD?

I have a 700 series HP.
They didn't come with Recovery CD's.
Instead you can do a PC system recovery going F10.
However, when I try this I only get a blank blue screen.
