Default [Resolved] BSODs during 3dmark unrelated to video card

I will start from the beginning. I am WAY out of my league here.

parts not talked about below are: p4 2.6, 1gb of kingston value (2x512) pc3200, pm8mv/ms-7104 motherboard (piece-of-garbage, but new-ish)

I bought a new video card and power supply. The video card is a Verto 7600GS AGP by PNY and the power supply is a 430 watt ATX12V by Antec. My old power supply was very old and only 200 watts. I bought them both from BestBuy at the mall nearby.

So I installed the power supply to everything, making sure it was all nice and snug, and the **** thing is backwards. The whole thing is reversed, so the 120mm fan is on the opposite side the part you screw in is upside down, so I had to screw it into the square vent holes instead of the screw holes; but it is all secure and stable to my knowledge.

Then I installed the video card and put the 4pin molex into the slot. I installed the latest drivers and tried to run 3dmark06, and I went through the first 2 test games without a hitch, with a noticeable increase in FPS. Right before the woman in test game 3 enters the place where the ogre is, and the ogre is supposed to get up and charge at her, I recieved a BSOD. So I tried 3dmark03, recieved a different BSOD. OK, so I make sure I uninstalled all the old drivers, and it turns out that DriverCleaner missed a couple of the ATI drivers. I uninstall everything and get the new drivers up, but still have the same problem when I tried to run 3dmark03. As I tested it out it got to the point where it would BSOD sooner and sooner. It was getting worse. I then took out the official drivers and went with NGO drivers. Those drivers were a lot better than the official drivers, and a lot of my sluggishness/laggyness seemed to have gone away a little.

Then I came across a thread of one of the many people having problems with this video card, and he contacted Microsoft. They told him to use verifier.exe to debug the problem, and he did, then he reformatted, and ran verifier.exe again, then he installed the latest drivers, and it worked.

I was so happy, so I tried the same thing, and after updating windows, chipset & LAN drivers, I installed the NGO drivers and tried to run 3dmark05. The splash screen began to load, and at the end...

Code:
IO System Verification Error in Pcibus.sys (WDM Driver Error 224)
[Pcibus.sys+36e at F7B6336E]

blahblahblah
yousuck getsomehelpcuz youaretoostupid forthisproblem
So I gave up. I took out my old card, an 9550 OC (with a much better fan std than a 7600gs), and tried 3dmark05 again... BUT THE PROBLEM REMAINS!

Here is the event in Event Viewer:
Code:
Error code 000000c9, parameter1 00000224, parameter2 b4b8336e, parameter3 00000000, parameter4 00000000.

0050: 30 30 30 30 0000
So it is probably something in my BIOS. There are no updates worth downloading for my BIOS, so it is probably a setting somewhere in BIOS or something else I am not looking at. But I don't know anything about BIOS' and my motherboard manual isn't too helpful because VIA kinda sucks.

I am at a complete loss and totally out of my league. I already put in for an RMA on the video card, and now I am going to have to tell them, "Scratch that..." and feel like a complete idiot.

HELP
