When I tried to install the Windows Live Messenger an error comes up saying "The Windows Installer could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not corretly installed." I reinstalled the Windows again thinking that maybe that can solve the problem. But it didn't. I can't install programs, what do I do?

Did you run a FULL Windows update yet? Microsoft Windows Update. If you did then try this version of installer: Download details: Windows Installer 3.1 Redistributable - also, try registering and un-registering the installer like this;

Also, you can try unregistering and registering the installer.
Go to start > run and type in msiexec /unregserver and hit enter. The window will close.
Go to start > run again and type in msiexec /regserver and hit enter. The window will close again.
Then try installing your program.

I tried everything you said above but the problem persists....

I think this will fix the problem Error message when you try to add or remove a program on a computer that is running Windows XP or Windows Server 2003: "The Windows Installer service could not be accessed" let us know the result
