I have recently reinstalled windows home so i dont think this is virus related but i,m not sure what to do.

I keep getting this pop up from the firewall asking to allow it or not it says

".net runtime optimization service" is trying to access internet

the file that is running is "mscorsvw.exe"

and the reason it gives for trying to access the internet is "-comment dependency analyzer"

My question is what is dependency analyzer ?
Should i let it access the internet ??
Do i need it ??
How do i stop it ?

here's a really good write up on it. I'd read it and make your own determination as to whether or not to stop/block it. Personally, I'd let it run, as it does handle some multimedia stuff, but that's my choice; yours is entirely up to you.
