Default [Pending] Outlook Express error

Hi im trying to open outlook express on a particular computer on our domain and with every user I get the following message:

outlook express could not be started because msoe.dll could not be found.

I have tried reinstalling it but it still happens. Also there doesnt appear to be a store folder on each user either when looking through windows explorer. Could anyone help?

Hello Phil,

According to the Microsoft Knowledgebase, reinstalling should fix this problem. Try doing this...Uninstall Outlook through Add/Remove programs. Then navigate to the c:\program files\outlook express folder, then rename that folder to outlookbackup.

Then try installing Outlook again. If it installs and works, then just delete that outlookbackup folder. If an error occurs, just cancel the installation and rename that outlookbackup folder back to outlook express.

If even doing that, it still shows that missing dll. Try downloading the msoe.dll file from this link - DLL-files.com - msoe.dll, free download - After you download it, copy the file to the program files/outlook express folder.

Hopefully that will solve it. You can even try just downloading that file and copying it first before doing the other things I mentioned.

hey wadd thanks for the quick response. Unfortunatley im still having no luck. I first uninstalled it then changed the folder name before reinstalling it and it said the same thing then I tried downloading the file and replacing the existing one and still the same. So I tried again reinstalling it and now I get the following message:

"Outlook Express could not be started because one of its libraries could not be found. Outlook express may not be installed properly"

Sounds worse, ha. The folder C:\Program Files\Outlook Express still exists and still contains usual files.

That's actually pretty much the same error. Just now it isn't telling you the dll that's not working. I'm betting it's the same problem. When they say libraries, it means a dll is missing.

Here is a link to a download for Outlook Express 6 - http://www.tucows.com/preview/194179 - it will also install internet explorer 6. Maybe there is something wrong with the files that Windows is pulling the data from when you reinstall.

This is definitely an odd problem...reinstalling should also recreate the dll files associated with Outlook.

Its a strange one this. When I uninstall outlook express in windows it doesnt actually remove the directory in C:\Program files\Outlook express. But it also wont let me remove it until im in safe mode and even then once it boots back up normally its back again. So even after installing outlook express through windows or through this download, I get the same error message. Wierd!

Here is an article that shows a fix for that error you had the first time - OLEXP: You receive an error message or are unable to start Outlook Express
