According to the Microsoft Knowledgebase, reinstalling should fix this problem. Try doing this...Uninstall Outlook through Add/Remove programs. Then navigate to the c:\program files\outlook express folder, then rename that folder to outlookbackup.
Then try installing Outlook again. If it installs and works, then just delete that outlookbackup folder. If an error occurs, just cancel the installation and rename that outlookbackup folder back to outlook express.
If even doing that, it still shows that missing dll. Try downloading the msoe.dll file from this link -
DLL-files.com - msoe.dll, free download - After you download it, copy the file to the program files/outlook express folder.
Hopefully that will solve it. You can even try just downloading that file and copying it first before doing the other things I mentioned.
