Default [Pending] Dell 3000 XP Home wont boot in safe mode

Hi, I am trying to sort out a Dell 3000 running XP Home SP2 with all latest updates. For some time it has hung just before the task bar is painted when booting normally. Sometimes this happens 5 - 6 times in a row then it boots normally and runs with no problems. I tried to start in safe mode but it reaches the log in screen and then re-boots all by itself.
I have tried running msconfig and switching off each boot up group one at a time but it still fails as above. I have switched on the bootlog and get a strange log that has may duplicate entries saying Did not load ... The drivers that are repeated are:
Did not load driver Packet Scheduler Miniport
Did not load driver Packet Scheduler Miniport
Did not load driver Direct Parallel
Did not load driver Intel Processor
Did not load driver Intel(R) 82865G Graphics Controller
Did not load driver Intel(R) 537EP V9x DF PCI Modem
Did not load driver Intel(R) PRO/100 VE Network Connection
Did not load driver Communications Port
Did not load driver ECP Printer Port
Did not load driver SoundMAX Integrated Digital Audio
Did not load driver Audio Codecs
Did not load driver Legacy Audio Drivers
Did not load driver Media Control Devices
Did not load driver Legacy Video Capture Devices
Did not load driver Video Codecs
Did not load driver WAN Miniport (L2TP)
Did not load driver WAN Miniport (IP)
Did not load driver WAN Miniport (PPPOE)
Did not load driver WAN Miniport (PPTP)
I guess that safe mode is writing this log and just running out of buffer space and causing the re-boot.
Has anyone got any ideas what I can try next

Did you try "last known good configuration" from the Safe-Mode menu yet?
