My recommendation would be to use Darik's Boot and Nuke -
Darik's Boot and Nuke (Hard Drive Disk Wipe) - to do a completely thorough wipe of the hard drive. Please understand by using this program, it will wipe all the data off of all partitions of the hard drive you select while using it. So if you are concerned in any way about data, make sure you save whatever you need first.
Once the nuke is done, try installing Windows again. If you still have the same issue, then I would suspect your Windows disk is bad. You can also download a hard drive diagnostics tool from your hard drive manufacturer to test the stability of the drive. It is possible the drive is failing. If the hard drive passes the diagnostic, contact Microsoft to see about getting a replacement Windows disk.
