Default [Pending] Access To Control Panel Items

I was wondering if it is possible to allow access to certain items in the control panel, specifically the ability to adjust the mouse speed, display settings, add/remove shortcuts to the task bar, show /autohide task bar, time/date access an the ability to cascade browser windows.
The reason I ask is I recently started a new job and these particular settings are restricted on my pc and it is a real pain! I have to move my mouse half way across my desk to get from one side of my 15" monitor to the other. I have to open at least 7 browser windows to access the apps I need to use and need to get to the desktop frequently which requires me to minimize all the apps to get to it, whereas if I had the desktop icon in my taskbar I could just click and bam! there it is. Not to mention the space the taskbar uses on my small monitor as it is, auto hide would be great!
I guess I am asking how to inteligently request this functionality of my IT department without sounding like a whiner or a complet idiot.

Is this an easy request to fulfill or am I asking for the moon?

Depends on what sort of mood they're in, if you rub them up the right way so to speak and beg, im sure they'll have no problems in doing it. I look at it this way, if you dont ask, you'll never know.

It's the mood thing I worry about...lol As I don't know the culture of the dept., I don't know if they look upon us as customers or beggers. Or if they just want to make things as efficeint as they can for the worker bees like me. Would any of these changes compromise security or anything like that do you think?
