Default [Pending] Set Program Access and defaults

My computer was compromised by 'win antivriust spyware 2007'. I was able to remove it with my spyware, but now I can not open 'set program access and defults' or 'windows security'. I get the following message "This operation has been canceled due to restrictions in effect on this computer. Please contact you system administrator." How do I UNDUE this?

Hi there, can you go into User Accounts, via Control Panel, and tell me whether your set to an Admin Account or a limited User?
