Could be that he was just browsing the wrong sites at the wrong time if you do decide to re format, and you get Windows up and running, download and install:

AVG Anti Virus Free Edition
Comodo Firewall Pro (free)
Spybot S&D
Lavasoft Ad Aware 2007
Spywareblaster
Mcafee Site Advisor (Tells you which sites are safe to browse)
