Default [Resolved] Help!

sorry to be so dramatic but i really need help i have this problem with no solution i've tried searching all over the web for a specific solution, but i had no luck. I guess i will try to explain as best as i can but I can't tell whether this is an issue related to software, pc hardware, or my monitor. When i playback video files if i resize the window either bigger or smaller i get these weird pixel like things. If i make it small i get red pixels if big i get fuzzy pixels i know pathetic in the explanation department i just don't know if they're dead pixels or something else honestly i have no clue?!. I've tried taking snapshots of it but nothing shows up. making me think it could be my lcd flat pannel screen truth is i have no clue, that's why im here on this site please someone help me!.

thank you very much for your reply matt but i fixed it myself in fact it was a very simple solution i just had to enable my hardware acceleration. a few days ago i had a critical error on my computer and well i don't know much about critical errors i'm pretty sure my computer took the proper actions so the computer didn't crash. it's fixed and working great.
