When you hit that shiny power button, start mashing F10 and the DEL key until a screen pops up. You can then reset BIOS from there.
HOWEVER, you can easily fix this problem by just swapping your CD Drive into the Master slot, if you pull out the CD Drive (and you disconnect it ofcourse) you'll notice theres a plastic thingy in the back (a breaker). It's fairly small, pull it out, and look on the CD Drive, there should be instructions on how to set the Drive for Master, Slave, and Cable Select, just follow the diagram and replace the little breker into the position it shows for the Drive to be marked as Master. Plug it all back in and it should work
