Default Ctfmon.exe

Hi guys, my friend just got a huge problem on his laptop. Last night, the Ad-ware software asked my friend to allow or blow ctfmon.exe. Since he doesn't know anything computer, he clicked block. Now, I don't know if that is the cause of the problem, all the icons aren't working. It saids Windows cannot open this file. I tried to restore it from what he has done from Ad-ware, it's not working. I tried to do a system restore or chkdsk but windows can't open the file. I can't click anything on the menu or any icons. Anybody can help?

Go into the BIOS.
Make sure the CD drive is the first boot drive.

Recommend placing the Windows Installation CD in the CD drive.
Boot off of the CD and select the R option.
This might restore the missing file.
