It may be that you are correct -- all of Windows' displays runs on Windows Explorer-- if IT gets corrupted --nothing works right....
a repair install should fix it.

Even system files can get corrupted... and when they do-- it is sooo difficult to track down that the repair install is the best option. Millions of Lines of code in Windows.
