Internet Options Vanishes

Hi Guys
For some reason I cannot access "internet options" in IE7. I tried to access it from "tools" tab in IE and also from "control panel". When I click, It starts and vanishes right away. I searched on Google and all I found was instructions how to fix the administrator control and that spybot could be the problem. I don't have spybot installed on my computer. Please help!

This is probably Malware. Check my signature to do Prework.
