To be maxed at 100% and cool to the touch proves it is not working.
A chip is designed so the power it uses is converted to heat. That is why it needs a heatsink. So it can produce more heat without burning up. Any chip that is supposed to be running at 100% and is cool to the touch, is not working properly.

Ok, well, I checked it, and cleaned it off, there are no cracks nor any signs of damage on it. SO I guess just RMA it?


Edit: I just managed to install and run TAT (Thermal Analysis Tool from Intel) since it gives extremely accurate readings on the newest CPU lineups.

Um... it''s reading -44 degrees on both cores O.o

That's why I recommend user NOT adjust the BIOS. It can cause all kind of problems, if not properly set.

Well, it randomly decided to not work anymore, I've had the BIOS reconfigured to my liking since December, and after instaling new vid card drivers it decided to screw up. So was rather random O.o
