Is it safe by not having it on?
Yes, it's definitely safer by having it on when you need it.

Here's how to attach a file to your post:
When you post a reply, you get a screen where you see:
Subject
Icons etc.
And underneath the text field Attach:
Click on the button next to the textfield next to Attach, and then select your file.
Click on post and you'll have it attached.

Upload your images to ImageShack?Attach FilesValid file extensions: bmp dmp doc gif jpe jpeg jpg log pdf png psd rar txt zip Has nothing for me to upload. No button etc.

What do I change the format too? It says Txt and then ANSI. But it won't upload. Oh I uninstalled IE 7 and tried to run the Windows Installation Cleanup tool. This is what I got...

Try reinstalling IE right now, and see whether the problems with Flash, etc ease up.

ok, I downloaded Weather Pulse altho I have not uninstalled Weatherbug. Weatherbug says my temp is 90 and Weatherpulse says it's 96. I have no idea which one is accurite. Also. I can't see where Weather pulse has the map as Weatherbug does. More specifically for my area and I can animate to see where the storm is heading. Whether it will miss us or blast us. Am I just not seeing the right map?
Could the problem with IE be the Service Pack 2? The find text option will not allow me to push the find text button. Help o IE does not give the info on it. Such as Version, cipher strength. product id. The ok button does not work.My search option in the start menu only has the right and left side. I do have the cute doggie but no balloon showing information and type field.Also would a fix run of windows possibly help?

To be honest, I haven't used any of these software before. But if you are really comfortable with using WeatherBug, and the alternatives don't work out for you, you can always stick with it. It is optional to remove.

Windows reinstallation may help, but try reinstalling IE first.
