Does anyone know how to turn these things off:
mspopuphell

this doesn't haev anything to do with the Yellow Box Pop-Up Help Tips that windows has for their files that you close through regedit

Please Help!!

Install TweakUI for XP. 'Taskbar and Start menu', 'Enable ballon tips' (uncheck to disable)
General Tab, uncheck the box next to "Enable tooltip animation", Apply.

this doesn't help at all, i said ti doesn't have to do with the balloon tips that windows has, look at the picture i put in the post:
