Default [Resolved]PC is really messed up

Hello. forgive the bad grammar i need to type fast. i've come here everytime my computer has had a big problem. the people here have always been great and helped me fix it in one way or another. it seems like once every 7 months to a year my PC has a huge problem with it. i'll get right down to it. i'm on a different computer now.

the computer that is messed up is running windows XP home. service pack 2. i was trying to install a program a few hours ago and the installation went badly apparently. it was an add on to another program and the program it was supposed to be adding to crashed after the add on installed. i tried ending the task and it was still there. it never left the screen or closed. so i tried restarting and nothing happened it wouldn't restart. so i had to turn off the power and turn it back on. this is when the **** hit the fan.

it took about 5 minutes for it to go to the welcome screen saying 'starting windows' to actually loading the desk top. this lead to even more problems such as the task bar at the bottom being minimized completely and it not letting me bring it up to use the start menu to try and do a system restore. also i can't move icons around some programs don't work at all. some work but a number of minutes later after clicking them. the CPU usage is never past 5% though. i can go into folders which in turn let me get to my computer into the windows folder to the system32 folder so i could get to the restore folder. clicking the restore application did nothing. just the hour glass and then nothing. the next thing i was going to try was the error checking but restarting for this to happen doesn't work. it'll be stuck on saying "Saving your settings" and never goes past that. it won't restart.

its as if important drivers in the background aren't working the way they should or aren't working at all. i can be in windows its just everything is almost useless. i can't get online with it and there is no sound either. i've tried everything i can think of. i tried putting the windows XP install disk in hoping it could repair whats wrong but it can't because its from 2002 and the XP on the computer is a better version then the one on the disk. another thing is the process list in the task manager. a lot of things are missing that are supposed to be in the list so the page file is lower then it used to be. i would Think a system restore would fix this but it doesn't start when i click the application.

i don't know what to do. this is a problem that is far beyond me now. is there anybody here that knows what to do? i would REally really rather not do a reformate. (if it even can now. i haven't tried). is there anyway of fixing this without there being a reformate? i hope there is. since i can actually Be in windows XP i hope that means theres a chance that theres something i could switch around that would fix it. its not like the computer never loads XP just keeps cycling the start up process.

maybe its something that could be fixed through msconfig. like when trying to do a clean boot. maybe important microsoft programs that run in the background are shut off. but i can't even get to the run area. because i can't get to the start menu.

another thing is the icons. i can right click and click copy on them. but it won't let me paste them. it won't let me move them either they are completely frozen in place. i've tried restarting a bunch of times but these conditions are always the same each time. same problems. i went to the add/remove programs are and uninstalled the programs i tried to install that i thought cause this mess also. i don't think it fixed anything. i also tried using a different account. that fixed nothing either. in fact it won't let me switch to a different account after logging into one when it starts up. it has to be shut down and turned back on to get on to the main account.

when i would try to restart it would have to be through the task manager. the task bar at the bottom is completely stuck in the minimized position. and the start menu button on the keyboard does nothing also.

i need all the help i can get. please.
